Step 1
Prepare the dough: In a large mixing bowl, combine the flour, salt, and sugar. In a separate container, mix the water, milk, and vegetable oil. Gradually pour the wet mixture into the dry ingredients, mixing until you form a smooth dough. Knead the dough for about 10 minutes, then cover it with a clean cloth and let it rest for 30 minutes.

Prepare the filling: In a separate pan, heat the vegetable oil over medium heat. Add the chopped onions and minced garlic. Sauté until they become translucent. Add the ground beef and pork mixture and cook until browned. Season with coriander, fenugreek, paprika, salt, pepper, and red pepper flakes if you desire some heat. Cook the filling until it's well-spiced and the meat is fully cooked. Allow it to cool.

Assemble the Kubdari: Divide the dough into 10 equal portions. Roll each portion into a flat circle (about 6-7 inches in diameter). Place a generous amount of the meat filling in the center of each circle. Fold the edges of the dough over the filling, pinching and twisting the dough to create a decorative pattern on top.

Preheat your oven to 375°F (190°C). Place the assembled Kubdari on a baking sheet and bake for about 25-30 minutes, or until they turn golden brown.
