Rinse the bulgur wheat in cold water, then place it in a bowl and cover it with warm water. Let it soak for about 15 minutes, then drain any excess water and squeeze out the moisture from the bulgur using a clean kitchen towel.

In a large bowl, combine the soaked bulgur, ground meat, chopped onion, mint, parsley, cumin, allspice, salt, and pepper. Mix everything thoroughly until it forms a smooth and cohesive mixture.

Take a small portion of the mixture in your hand and shape it into an oval or round patty about 2 inches in diameter and 1/2 inch thick. Continue shaping the remaining mixture into patties.

Heat vegetable oil in a deep skillet or frying pan over medium-high heat. Once the oil is hot, carefully place the kibbeh patties into the hot oil.

Fry the kibbeh patties until they are golden brown and crispy on both sides, about 3-4 minutes per side. Make sure they are cooked through.

Remove the fried kibbeh from the oil and place them on a plate lined with paper towels to drain any excess oil.
