In a large pot, heat a bit of cooking oil over medium-high heat. Add the chicken pieces and cook until they are lightly browned on all sides. Remove the chicken from the pot and set it aside.

Return the browned chicken to the pot, and add the soy sauce, white vinegar, bay leaf, black peppercorns, and sugar. Stir to combine.

Pour in the water and bring the mixture to a boil. Once boiling, reduce the heat to low, cover, and simmer for about 30-40 minutes or until the chicken is tender and fully cooked. Stir occasionally.
