Heat the vegetable oil in a large, heavy pot over medium-high heat.
Add the beef cubes and brown them on all sides. Remove the beef and set it aside.
In the same pot, add the chopped onions and garlic. Sauté until they become translucent.
Return the browned beef to the pot, and add the carrots and potatoes.
Pour in the beef broth and Guinness Stout (if using). Add the bay leaf and thyme. Season with salt and pepper.
Bring the stew to a boil, then reduce the heat to low. Cover and simmer for about 45 minutes, or until the beef is tender and the vegetables are cooked.
Remove the bay leaf.
Serve the Irish Beef Stew hot, garnished with chopped fresh parsley. Enjoy your taste of Ireland!
