In a large skillet, cook the ground pork and beef over medium heat until they are browned and crumbled. Drain any excess fat.

Add the chopped onion and minced garlic to the meat mixture and sauté until the onions are translucent.

Stir in the ground cinnamon, ground cloves, ground allspice, ground nutmeg, salt, and pepper. Cook for another 2-3 minutes to allow the spices to become fragrant.

Pour in the beef or chicken broth and bring the mixture to a simmer. Reduce the heat and let it cook for about 15-20 minutes, or until most of the liquid has evaporated, and the mixture is thick and flavorful.

Remove the skillet from the heat and stir in the mashed potatoes until everything is well combined. Adjust the seasoning if needed.

Roll out half of the pastry dough and line a pie dish with it. Add the meat and potato filling.

Roll out the remaining pastry dough and place it over the filling. Seal the edges and crimp them with a fork. Cut a few slits in the top crust to allow steam to escape.
