- Remove from heat, and stir in vanilla extract. Let it cool for a few minutes.
- In a large bowl, whisk together powdered sugar and powdered milk. Add this dry mixture to the sugar syrup and stir until well combined.
- Divide the mixture into three equal parts. Leave one part white, color one part yellow, and the other part orange.
- Roll small portions of each color into ropes and stack them together to form the candy corn shape on a piece of parchment paper.
- Let them cool and harden for about 30 minutes, then cut them into bite-sized pieces.
