- In the same pot, add the chopped onion, minced garlic, and sliced carrots. Sauté for a few minutes until they start to soften.
- Return the seared beef to the pot. Pour in the red wine, beef broth, and add the tomato paste and bouquet garni. Season with salt and pepper. Bring to a simmer.
- Cover the pot and let it simmer on low heat for about 2 to 2.5 hours or until the beef is tender and the sauce has thickened.
- In a separate pan, melt the butter and sauté the pearl onions and mushrooms until they are browned and tender.
- Sprinkle the flour over the onion and mushroom mixture and stir well to create a roux. Cook for a few minutes until it turns golden brown.
- Add the onion and mushroom mixture to the beef stew and stir to combine. Let it simmer for an additional 15-20 minutes to meld the flavors.
